WCAG audit – testing digital accessibility

Looking for a reliable partner for a WCAG audit? Audit House assesses websites and apps of (semi-)public organisations against the current WCAG 2.2 level AA standard. We avoid thick reports full of incomprehensible jargon. You receive clear, actionable results in plain language. Developers receive all technical findings directly as a workable JSON or CSV file.

A WCAG audit is an independent, structured assessment that checks whether your digital platform meets the accessibility guidelines. For public sector organisations, this audit is the legal proof of inclusive services and provides the required data for the accessibility statement.

Why a WCAG audit?

Municipalities and public bodies provide essential services to citizens. Everyone has the right to apply for a passport or register a change of address independently. A citizen with a visual impairment often uses a screen reader to do so. Do the WAI-ARIA labels or the DOM order in your code fail? Then this resident gets stuck straight away.

In addition, the Dutch Temporary Decree on Digital Accessibility for Government (Tijdelijk besluit digitale toegankelijkheid overheid) sets strict requirements for public platforms. An independent WCAG audit maps out exactly where the digital barriers are and how to remove them.

Current legislation in 2026

We test against EN 301 549 and the latest version of the guidelines: WCAG 2.2. The legal reference is currently still EN 301 549 version 3.2.1 (WCAG 2.1 level AA). Version 4.1.1, which includes WCAG 2.2, was published in September 2026 but has not yet been formally designated; a WCAG 2.2 audit covers both. Since June 2025, the European Accessibility Act (EAA) has also been an active obligation. Although this law primarily affects commercial products and services, it strengthens the general technical standards across the entire digital chain. Public bodies use our audits to publish their compliance status (A, B, C or D) transparently and accurately in the national register.

How can we help?

Not every organisation has the same needs. That is why we offer four types of audits:

Full audit

A complete WCAG-EM 2.2 audit covering both technology and content. Your entire website is assessed. The most popular choice for organisations that want to be fully compliant.

Content audit

Focused on editorial and content accessibility. Ideal for communications teams that want to improve their texts and structure.

Technical audit

Especially suitable for suppliers and development teams that want to validate their code. You receive concrete technical guidance to resolve issues.

App audit

Audits for iOS and Android, for organisations with their own apps. We test against the same WCAG standard, specifically for mobile applications.

Which accessibility audit do I need?

Do you want the full accessibility of your website assessed and use the report for your accessibility statement? Then choose a full WCAG audit. Do you already have a valid partial audit of the technology or the content? Then a supplementary partial audit may be sufficient.

For mobile applications we offer an app audit. Would you first like insight into the main accessibility issues, without immediately commissioning a full audit? Then a quick scan is a good first step.

Not sure which audit suits your situation? We are happy to advise you.

Our approach based on the WCAG-EM methodology

We carry out every WCAG audit according to the official WCAG-EM evaluation methodology. This ensures an accurate, reproducible and legally valid result.

  1. Intake and sample

We start the WCAG audit with a clear scope. Together we determine which templates, interactive processes and content pages are representative of the platform. This allows us to test efficiently and ensures full legal coverage.

  2. Evaluation and reporting

Our accessibility experts check the selected sample manually. As standard, we test with the screen readers VoiceOver, Windows Narrator and NVDA. Our own research shows that, alongside VoiceOver and Narrator, the free NVDA software is very popular. We record the issues and note direct solutions. The result is a clear, digitally accessible HTML report.

  3. Review and advice

We present the results of the WCAG audit in person to your team or external web developer. Together we set the priorities, so you tackle the issues with the highest impact first. Many organisations strengthen this process straight away with our awareness training for web editors.

Frequently asked questions

What is a WCAG audit?

A WCAG audit is a formal inspection of a website or app, based on the W3C WCAG-EM methodology. This methodology prescribes how we select and test a representative sample. As a result, we do not need to check every single page to give a reliable, legally valid judgement on the entire platform.

Yes. Dutch municipalities fall directly under the Decree on Digital Accessibility for Government (part of the Digital Government Act) and are obliged to publish an up-to-date accessibility statement. An independent, recent WCAG audit is the only accepted evidence for this statement.

As standard, we test against WCAG 2.2 level AA, the latest version of the guidelines. The legal requirement for the (semi-)public sector is currently EN 301 549 version 3.2.1, which refers to WCAG 2.1 level AA. Because WCAG 2.2 builds on WCAG 2.1, our audit also covers the criteria of that legal requirement. Once the new EN 301 549 (version 4.1.1, including WCAG 2.2) is formally designated, you will already be prepared.

The audit report contains an exact, structured overview of all passed and failed success criteria. You can transfer these results directly into the national assistant for completing the accessibility statement. This allows you to factually demonstrate your correct compliance status.

Developers do not like working with long text documents. That is why we export all technical errors found in the WCAG audit directly as JSON or CSV. They can easily import these datasets into their own issue trackers, such as Jira, Azure DevOps or GitHub.
